What are the minimum requirements for taking a driving test in the UK and the US?

I am currently 17 and i live in Sicily, Italy and i need to get a driving license as soon as possible. This summer i have a choice between getting a license in England or in the US. I will most likely staying in the country for 2-4 weeks. Is it possible in either of these countries to get a license in that short time. What are the absolute minimum requirements for both countries to take the practical and theory test.
