Why is Abu Dhubi so modern?

Oil was discovered in the in the mid sixties and the UAE was founded just 42 years ago. Therefore money didn't play a role and it was possible to build a modern city. Today Abu Dhabi is the richest city in the Middle East. The UAE Government is stable and looking out for it's citizen. High professionals from the West were/are hired to provide a modern education, construction, medical facilities etc.
